BAA (Broad Agency Announcement)

An agency's open call for research proposals in a general technical area, without specifying a single desired solution — the mechanism several SBIR, OTA, and direct-award contracts get issued under.

A BAA is how an agency solicits proposals when it wants to fund research in a broad technical area without committing in advance to one specific system or approach — closer to "here's a problem space we're funding work in" than a traditional contract's narrow, pre-specified statement of work.

How a BAA relates to other contract vehicles

A BAA isn't a standalone award type the way OTA or IDIQ are — it's the solicitation mechanism, and the resulting award can itself be structured as an OTA, a cost-plus-fixed-fee contract, or another vehicle entirely. This is why a contract record can show a vehicle described as, for example, a specific BAA's "Stage I" or "focus area" award: the BAA sets up which technical problem is being funded, and a separate contract type governs how the resulting award is actually paid out.

Where BAAs show up in the index

The National Reconnaissance Office's Strategic Commercial Enhancements BAA is a recurring source of contract awards in the index — Umbra holds multiple awards issued under its Commercial Radar and Commercial RF Capabilities focus areas. See the contract vehicle glossary entry for how BAAs fit alongside OTA, IDIQ, SBIR/STTR, and APFIT.
