EDIRPA (European Defence Industry Reinforcement through common Procurement Act)

A shorter-term EU instrument that incentivizes joint procurement — member states buying the same equipment together, at scale.

Where the EDF funds R&D and development, EDIRPA is specifically designed to incentivize joint procurement: member states buying the same equipment together rather than each running separate national procurement processes. It was introduced as a direct response to the ammunition and equipment shortfalls that became visible after 2022, structured to reward collaborative buying with EU co-funding.
