EDIS (European Defence Industrial Strategy)
The European Commission's strategic policy framework describing where EU defense industrial policy should be headed — not a funding instrument itself.
EDIS isn't a funding instrument — it's the European Commission's strategic policy framework describing where EU defense industrial policy should be headed over the next several years. EDIS sets the direction; EDF and EDIRPA (and any successor instruments) are the funding mechanisms that execute against it. If EDF and EDIRPA answer "how do we fund this," EDIS answers "what are we funding this for."
