European Defence Industrial Strategy

EDIS is a joint communication adopted by the European Commission and the High Representative on 5 March 2024. It aims to strengthen the European Defence Technological and Industrial Base (EDTIB) and achieve defence industrial readiness. The strategy sets three key targets by 2030: intra-EU defence trade at 35% of the EU defence market, 50% of Member State procurement budgets from the EDTIB, and 40% collaborative procurement. The European Defence Industry Programme (EDIP) with a €1.5B budget is the implementing legislative vehicle, bridging from short-term emergency measures (EDIRPA, ASAP) to a structural long-term approach.
